Good luck, we have the same problem here in The Ribeira Sacrá zone of Galicia. Wine has been grown here since the Romans now they want two Autovias through the zone. One is very short only about 15km long and does not connect with other Autovias. It does not make any sense to construct this. It is also planned to add the Ribeira Sacrá to the list of world heritage sites but this will not happen until after the Autovia has been constructed, then it will be too late.
The Xunta of Galicia and locals want tourists but what they do not understand is that if you build major roads through the countryside the visitors come to see then you will not get those visitors.
